The energy cross section for single-particle scattering of electromagnetic radiation in a relativistic plasma with an isotropic but otherwise arbitrary velocity distribution is computed from the invariant cross section for photon scattering by unpolarized electrons. The Stokes parameters of the scattered radiation are found for arbitrary polarization of the incident radiation. The polarization characteristics of the scattered radiation are determined for several typical situations.
