As a result of the drought in California during 1976 and 1977, interest in water conservation has increased. As part of a regional environmental planning study, the Association of Bay Area Governments estimated the effects of water conservation on wastewater treatment facilities. In general, passive water conservation programs that save 10 to 20% of municipal water use will have a minor effect on existing secondary wastewater treatment plant performance.
