Telecommunications has brought people and cultures of different nationalities together through the transmission and reception of signals and messages. This paper elaborates briefly on the nature of this development, its growth, and universal utilization. It also pays special attention to the possible resolution of problems of equitable participation and opportunities in the global telecommunications systems, and it highlights the commitments of the United Nations to telecommunications assistance programmes.
