Various methods of constructing two-cavity radio refractometers are critically analyzed. An automatic digital radio refractometer is discussed. The electrical characteristics of the lower layer of the troposphere are investigated. The results of a test sounding of the atmosphere by field and airborne radio refractometers are discussed. It is proposed that the digital automatic radio refractometer be used for fundamental studies of radio wave propagation and for solving a number of applied radio engineering problems.
