It is argued that the random behavior of structural actions can be represented by either random quantities or random functions. A general probabilistic model is needed for the description of the random behavior so that the random properties could be introduced into a probabilistic structural design format. The probabilistic model must cover all properties of actions as close as possible, particularly their time dependence, intermittence, repetitiveness etc. The mathematical formulation of a model which would possibly serve various purposes is given. The graphical presentation of a continuous action with intermittent behavior is shown.
