Twenty-one papers and two oral statements constitute the Proceedings of this 19th Annual Institute dealing with Public Lands, Oil and Gas, Mining, Landmen, and Water. In the General section Western coal, national energy policy, geothermal resources, and environmental laws are the topics; the Oil and Gas chapter deals with tax structuring, accounting, job safety, gas sales and contracts. Under Mining, zoning, title acquisition, royalty, lease, surface destruction; and under Landmen, public land mineral leasing, Indian lands, and leasing under easements are dealt with. The Water section contains papers on the National Water Commission Report, doctrine of appropriation, and environmental impact of water.
