Resonances of 'cutoff' modes are analyzed in detail on the basis of a rigorous solution of the model problem of scattering of waves on an abrupt widening of a circular waveguide. Fundamental regularities governing the appearance of such resonances are established and their relationship to the excitation of quasi-intrinsic modes in the system is studied.
