As the century changes we are moving from traditional voice telecommunications based on circuit-switching to broadband multimedia communications based on packetswitching. The role of intelligence in networks is changing as a result. The balance is shifting from intelligence in the network to intelligence at the edge - in both terminal equipment and in server-based applications. It is not clearcut, however, and the balance will shift within changing boundaries of technology, cost and regulation.
