SYSTEMS APPROACH TO LIBRARY MANAGEMENT.

This paper reports on the work of a research investigation whose purpose was to design and develop a statistical information system for the mangagement and administration of university and large public libraries. The systems approach was used as the basic methodology of the research investigation. This approach commenced with an inquiry into the objectives of the library as a system. Measures of performance were then developed for ascertaining the degree of objective attainment. A library planning and decision-making structure, as a means of achieving library objectives, was then developed. Decisions and decision models relating to each program in the structure were then analyzed. The basic needs for information for these planning and decision-making activities determined the data requirements of the statistical information system. Finally, guidelines for the design and development of the information system to support the decision-making and planning process were developed.
