Decisions about the construction of new factories should not be taken in relation to capital cost alone. Occupancy cost must be given full consideration. By far the most important costs, however, are the operational ones - the costs of production. Every possible reffort must be made in factory projects to 'plan-in' the right operconditions. The approach to each factory project will be generated by the objectives of the company at the time. It is quite legitimate for an industrialk enterprise to wish to limit its risk in a particular project. In another situation a company may quite correctly decide to invest its capital in a prestige piece of real estate. When a manufacturing industrialist approaches the construction industry for a new factor he should state his objectives clearly, and insist that the end result fulfills these objectives.
