Other than the cost of crude petroleum, energy is a single greatest expense at Texas City 335,000 bpd refinery. Paper describes the energy conservation program set over 2 years ago with a goal of 3% annual reduction in energy consumption, which totals about 11 billion Btu's/hr. Basic approach is two-pronged: efficient generation and efficient utilization of energy. Block diagram of the utility system is shown and various elements are discussed.
