Several issues are likely to prevent the market from funding the optimal amount of transmission investment. Financial transmission rights alone cannot provide sufficient incentive where economies of scale are important. Also, negotiating costs are high among parties that might collaborate to get needed investments funded. © 2001, Elsevier Science Inc.
