The HILAT beacon, L-band/UHF antenna, and ground receiver system allow us to make efficient phase scintillation measurements. The L-band signal also accepts bi-phase modulated telemetry data from other scientific instruments by means of the Science Data Formatter. Thus, the L-band signal serves the dual functions of telemetry channel and phase reference for the scintillation measurements.
