Government policies contribute substantially to the PEST environment which the author discussed in his article in the February 1997 EMJ. Besides having the intended outcomes, policies also generate unintended consequences. This article examines some of the consequences, intentional or otherwise, of decreasing state-funded R&D in favour of private enterprise, with particular regard to the Harwell laboratories.
