An exploratory tunnel was constructed to further explore the complex site conditions. Plate load, pressuremeter, and dowel testing in the exploratory tunnel were helpful in predicting rock reinforcement and concrete tunnel lining requirements for the larger main tunnels and portals. The portals and tunnels have been constructed and the engineering estimates during exploration were verified or changed during construction. A particularly important experience involving near-failure of the portal is the focus of this paper.
