Energy performance contracting project has many stakeholders and its structure is complex. Therefore, risk factors produced from it are also extensive, not only including kinds of risks in the operation process, but also including a lot of especial risks of energy performance contracting, such as section energy risk. This makes risk control of energy performance contracting is more difficult. According to the characteristics of energy performance contracting, this paper researches the value of WBS-RBS method which uses in risk identification of energy performance contracting. The paper illustrates how to use WBS to identify risk according to the example of building energy conservation project.
