At present, China is in the critical period of a new round of power system reform, and a well-functioning ancillary service market is the mechanism guarantee for stable operation of electric power system. Analysis of the development process of ancillary service in foreign electricity market has important reference significance for construction of electricity market in China. This paper presents the history of California ancillary service market and its types of ancillary services, then compares and analyzes two kinds of ancillary service clearing methods, separate/sequential method and co-optimization method, and their respective advantages and disadvantages. Combined with the development of California renewable energy, this paper also presents a new type of ancillary service product named flexible ramping product (FRP) to cope with uncertainty of renewable power generation output. Finally, California ancillary service market is analyzed for reference to Chinese spot market and some suggestions are put forward. © 2019, Power System Technology Press. All right reserved.
