Traditionally, persuasive technologies are understood as dedicated technological interventions that are designed with the intention to motivate people to change their behaviors or become active in a certain way. We present a Culture of Participation framework that explains how socio-technical systems (STS) can act as persuasive technologies. Based on this framework, we provide guidelines for how to design STS in a way that is most likely to foster positive behavior change. We show how the framework can be applied in practice with the example of EMPIRE, an STS that motivates and supports people to reduce their energy waste. © 2011 Walter de Gruyter GmbH.
