In this article the game theory is employed to describe the complicated game relationships between the parking administrators and the parkers, and among the parkers in Central Business District (CBD). A parking pricing model is developed using two-level game theory, and Stackelberg theory is used to seek the solution of the model. With the parking pricing model, the optimal parking rates for inside/outside CBD and peak/off-peak hours are determined. Research results indicate that the developed model can be used to find the optimal parking rates for urban CBD based on consideration of both time and special factors. It can be also used to balance the interests between the administrators and the parkers. The results can provide valuable information on how to develop an effective parking pricing program to solve the parking problem in the urban CBD.
