摘要
Construction, Design and Management (CDM) Regulations, which came into effect on 6 April 2007, created a much stronger framework to help construction firms understand how projects can best be managed and specific advice on how health and safety worker competence can be assured. The introduction of CDM results in the sharp decrease in construction fatalities that is partly attributable to the uptake of health and safety training managers, supervisors and foreman. Legal requirements may have driven the trend towards undertaking training-needs analysis, and the subsequent awareness and education programs are recognized as good business sense. The compliance with CDM works well for companies and individuals thus resulting in the reduction of accidents. In December 2008, the authority has revealed a report on the underlying causes of construction fatal accidents and 28 recommendations like explicit, positive duties on directors to ensure an effective health and safety framework, the appointment of a full time Minister for construction.
