摘要：
Such issues as insufficient knowledge in farmers and irregular operation of cooperatives were dealt with from new institutional economics perspective. It was believed that tobacco growers should not be blamed for lack of adequate knowledge of cooperatives and that irregular operation could be avoided by examining intent and qualification of initiators and by strengthening supervision. Attention should also be paid to the role of advocators. Recommendations are thus given for further research topics with regard to tobacco growers cooperatives.
