Functionality or heritage: Tough love?

For many centuries public works have had a clear objective: that of permanence of use. This article is a reflection on the evolution of the concept of heritage of public works, conservation, reconstruction, demolishment, new criteria and methodological innovation throughout the 20th century. This is a contemporary debate with different alternatives and where there is an on-going stand off between functional values and heritage values.
