There was a long-term operation period for PPP(public-private partnerships) projects. The changes of the projects inevitably resulted in the adjustments of prices and subsidies. The aim of this paper is to design a dynamic pricing and subsidy model to keep the interest balance in all changes of the project situation. Based on the balance of the tripartite (the public sector, the private sector and the general public) satisfaction mechanism, the objective system of PPP projects is structured by using the main objectives as indexes and the weights as modulus. Through system dynamics theory, the tripartite critical objectives system and the feedback mechanism of critical objectives are identified. Subsequently, the adjustment model is designed. A case study has been conducted to approve that the proposed method is practical and can be easily used. And the primary assumption that the balance of satisfaction of public sectors, private sectors and general public would be achieved by the proposed method is validated.
