With the large-scale development of the EV(Electric Vehicle) industry, it is of great significance to establish a reasonable price mechanism for guiding the ordered charging of EVs. The biggest difference of EV load from conventional load is its mobility. Based on the parking generation rate theory, the EV mobility model considering randomness is established. In view of the characteristics of EV users, an EV demand price elasticity model is established considering the SOC(State Of Charge) of batteries, and an optimal time-of-use charging pricing strategy of EVs based on mobile characteristics is proposed to balance the interests of both power grid and EV owners. Simulative results of example show that the optimal time-of-use charging price based on the proposed model and strategy can smooth the load curve and reduce the cost of EV owners. © 2020, Electric Power Automation Equipment Press.
