The Canadian Air Force is planning to install a ground-based urban area radar detection system around key economic regions and population centers. The North American Aerospace Defence Command (NORAD) North Warning system and coastal radars are positioned to deal with threats emanating from outside the continental border. The project is in options definition phase, one of the options is to upgrade or add to the current military and civilian air-traffic-control capability and link it to the NORAD command and control system at North Bay. The GUARD system fits in with the new Canadian government's Canada first apprdefense defence policy and its stated instrengthenrengthen the NORAD agreement.
