摘要
The paper is based on a three-year internal study on digitalization and cyber resilience of the academy of sciences in Bulgaria, and supported during the last months by the National Research Program for ICT in science and education and the ECHO project of H2020. A successful model for digital transformation is conceptualized, based on the best practices in IT capability development and service provision. It aimed to respond to several questions as how to manage projects, services, funding and, most importantly, people to develop, operate and protect ICT infrastructure and applications. The study explores options for these four areas and suggests the approach to select the most suitable, as well as how to integrate them through effective system for governance and management in the specific environment of the Bulgarian Academy of Sciences as a national academic institution for both fundamental and applied research and education. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2021.
