With the increasing uncertainty of power system, power system has to possess a certain flexibility and response capability to cope with or eliminate and reduce the negative effects due to uncertain factors. The features and definition of power system flexibility are presented, and the power system flexibility is divided into three aspects, namely the flexibility of transmission system, the flexibility of distribution system and the integrated flexibility of distribution system, and the grid-connection of renewable energy resources with strong controllability, and the usable flexible resources such as energy storage, load management and load response, microgrid and so on are classified and expounded, the intercross applications among them are represented, and an overview on their abilities to improve the power system flexibility is given. Besides, existing indices to evaluate power system flexibility is introduced briefly, and the two indices of IRRE and TUSFI&TE-USFI are emphatically presented, and their applicable scopes are pointed out. Finally, the research on power system flexibility is prospected and the problems to be pay special attention to during the establishment and optimization of flexibility indices are expounded.
