The European Commission (EC) has issued a mandate on solid recovered fuels, which, according to the paper industry, contradicts the EC's other policies that actively and strongly encourage paper recycling. The Commission wants to promote burning of paper, which would otherwise be recycled. The problem is also linked to the vague definition of waste.
