摘要：

The introduction of electronic local government, which will provide administrative services by using information technology and a network such as the Internet, will enable residents to access administrative services more conveniently. To provide security, countermeasures like encryption, digital signature, and user authentication are indispensable. We have converted typical administrative applications into electronic versions and have developed a platform system using NTT's super multi-purpose (SMP) smart card, smart card platform, and electronic certification authority. This paper describes the platform system and the validation experiment done in cooperation with Yokosuka City.
