Agility of crisis response: From adaptation to forecast: Application to a French road crisis management use case

Crisis situations are unstable phenomena which evolutions challenge the efficiency of crisis responses. The aim of this article is to present a platform that provides agility to crisis response by helping the crisis cell to make decisions. This platform ensures the context awareness by using crisis modelling. It is fed on the fly by data coming from both crisis field and response monitoring. Based on these data, it can (i) detect the moment when the crisis response is not relevant regarding the pursued objectives and (ii) propose adaptation solution of the response to the crisis cell stakeholders. Moreover, the platform offers (iii) a mechanism of crisis model projection in order to help the crisis cell to forecast the consequences of its decisions. A use case based on the 2010 road crisis in the North West of France illustrates the use of the proposed platform. © Springer International Publishing Switzerland 2014.
