Weak international market of steel is observed. In connection with this, consolidation of many foreign companies is performed. For example, French 'Usinor' company, 'Arbed' company of Luxembourg, and Spanish 'Aceralia' company are merged. The largest world's steel company is formed in this case. Russian companies are also merged. However, rate of merging is very low. This leads to low competitiveness of many Russian companies. Opportunities for vertical and horizontal integration of Russian steel industry should be provided. Correct decision in this area should be made. Optimization of depth of vertical integration and development of horizontal integration should be provided.
