摘要
To implement pertinent network governance, a judgment method of industrial cluster's life cycle based on fuzzy proximity was put forward. By analyzing entities, activities and resources of the network, 6 network characteristic indices were proposed to describe network characteristic patterns of industrial cluster at different phases. By using the multi-object classification algorithm based on fuzzy proximity, the asymmetric proximities between network characteristic indices and industrial cluster's life cycle phases were calculated. Based on Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), the positive and negative ideal grades were defined. The symmetric proximities between each and every asymmetric proximity and ideal grades were compared to determine the actual phase of industrial cluster. An example of Shenyang equipment manufacturing industrial cluster was given to show the feasibility of the judgment method. The application result showed that the industrial cluster was in its growth phase, and the related network governance emphasis should be put on promoting cooperation among network entities and providing network resources. ©, 2014, CIMS.
