The transformation of the electric utility industry has resulted in a shift in emphasis on consumers, regulators and utilities from the traditional input-focused regulation to an output-focused regulatory framework. This article examines the implications of these transformations for the design of a new performance-based regulatory mechanism. © 2017 Elsevier Inc.
