Service-level agreements: Aligning performance and expectations

The US Senate has started its Telecommunications Modernization Project (TMP) to provide Voice over Internet Protocol (VoIP) services for 16,660 lines. The senate is also making efforts to ensure the service quality and continuity after complete transition from the existing Centrex systems. The project will include the replacement of existing data network with copper cables and optical fibers, and connecting the computers at Capitol Hill with Senate's Alternate Computing Facility. The TMP is expected to provide voice, data, and video services over a converged network. The Senate is consulting various service-level agreements (SLAs) to ensure service commitments from various vendors for the VoIP services. VoIP SLA has a key performance indicator (KPI) with a set of performance objectives, a measurement and reporting approach, and a credit arrangement.
