Waste load allocation based on water environmental capacity is the major tool for total pollutant control. A multi-objective waste load allocation model was established to maximize both utilization of water environment capacity and the total load allocation rationality index, applied to allocate waste load for the lower Ganjiang River control unit. The Two Dimensional Water Environment Simulation Code(WESC2D) model for water quality simulation and the Repulsive Particle Swarm Method (RPSM) as an optimization tool were incorporated in this model under dynamic hydrological conditions. The results show that the proposed model is fair and efficient, flexible, easy-to-use and suitable for different distribution objects without the requirement of trial-and-error. The proposed methodology ensures that the total pollutant distribution plan is scientific, rational and feasible while providing foundation for the total pollutant control of lower Ganjiang River control unit decision-making. ©, 2015, The Editorial Board of Journal of Basic Science and Engineering.
