Lignite extraction of 178.2 Mt from opencast mines in 2014 was concentrated on four regions. Extracting lignite from opencast mines requires the removal of the earth layers above the coal. In a statement issued by the state government of North Rhine-Westphalia on March 28, 2014, it reaffirmed that the 3rd resettlement section of the Garzweiler opencast mine is necessary for energy-policy reasons. Since January 1, 2014, the opencast mines and upgrading plants of Vattenfall Europe Mining AG (VE-M) and the lignite-fired and pumped-storage power stations of Vattenfall Group's Generation AG (VE-G) have been merged into the Vattenfall Group's Mining and Generation Business Unit (BU).
