To minimize the energy consumption without violating image quality is a key problem concerned in a video-surveillance system design based on wireless sensor network (WSN). Aiming at the WSN architecture feature, we proposed a new distributed video compression algorithm. Based on tile encoding of Motion JPEG2000, the two parameters, the complexity and the motion activity of a tile, are defined by the algorithm to discern the important regions. Thus an adaptive rate-allocation is realized in a lower complexity algorithm. A WSN architecture scheme was given by the proposed algorithm. Simulation results show that the proposed scheme can effectively reduce data transmission energy consumption and meanwhile leads to a satisfactory image quality.
