摘要
According to individual self-interest preference of social system and its hierarchy based on the practical needs that is conducive to realizing the goal of social system, it presents an objective evaluation method of social self-organizing level by improving the goal programming, taking into account the individual preference in the system. This method has not only the scientific and equality in theory but also the objectivity in implementation, which can provide support for the social system self-organization to implement the dynamic and orderly.
