In a deregulated environment, fairness and transparency to power system operation are required and it is necessary to give information on the appropriate transmission capability to transmission network users. In this paper, a novel evaluation method of available transfer capability, total transfer capability and power supply reliability margins, based on Monte Carlo Simulation considering system uncertainties, is presented. IEEJ WEST 10-machine system model is utilized to examine the effectiveness of the proposed method. The simulation result shows that the margins play a significant role in the determination of the ATC. © 2009 The Institute of Electrical Engineers of Japan.
