In order to build a living initial training condition of dispatcher training simulator (DTS), realistic load flow is needed, which usually comes from state estimation of EMS/SCADA. After analyzing the status of state estimation for power systems and the practicability of fuzzy clustering analysis for bad-data identification, a hierarchical state estimation of plants and the whole network method based on fuzzy clustering analysis is proposed. The bad-data on plant layer are first identified based on the membership degree of measured data belonging to good data set. The method can coordinate the state estimations of the plants and the whole network, which has solved the problem of multiple bad-data estimation identification. It has been applied in the DTS in Henan Province through providing an efficient data source.
