Creating jobs through garment exports

Rapid creation of productive and better paying jobs reduces poverty. It also mitigates inequality. One can actually have high GDP growth rates with modest employment generation. One can also have higher expenditure on anti-poverty and welfare measures, without having a major impact on jobs. Job creation should, therefore, be the key development goal. States, instead of signing MoUs for thousands of crores of investment, should be seeking job creation commitments in their Investment Summits.
