Leading industries and industrialization development in resource-based provinces——taking Heilongjiang Province as an example

Aiming at the problem of slow economic growth in China's resource-based provinces, this article takes Heilongjiang Province as an example to analyze the evolutionary characteristics of leading industries as industrialization progresses. Constructing the selection index system of a leading industry from the perspective of input and out-put, using the Technique for Order Preference by Similarity to Ideal Solution method to select the leading industries in Heilongjiang Province, and comparing them with the corresponding industrialization stage. The results show that although leading industries have undergone partial replacements, the industrial types of the heavy chemical industry have not changed; Heilongjiang Province was in the early, middle, and late stages of industrialization in 2007, 2012, and 2017, respectively. As the emerging strategic industries have not entered the leading industries, the economy lacks the drive and leading role, which leads to slow industrialization. This paper puts forward counter-measures and suggestions for cultivating strategically emerging leading industries and those for deepening and extending resource-based leading industry chains.
