With the rapid increase in the number of orbiting spacecraft, ground-based telemetry, track and command (TT&C) resource scheduling has become an increasingly complex system engineering problem. At present, the effectiveness evaluation of ground-based TT&C resource scheduling still stays at the level of manual statistical data and isolated index evaluation. These scattered indicators are relatively one-sided and difficult to comprehensively reflect the ability of TT&C resource scheduling, and there is lack of scientific and reasonable index system about the comprehensive performance evaluation. Based on the actual situation of ground-based TT&C resource scheduling, a hierarchical and multi-dimensional effectiveness evaluation index system of the TT&C resource scheduling based on the research and determination of TT&C resource scheduling evaluation indicators is constructed, which provides a basis for the subsequent evaluation of resource scheduling effectiveness and promotes the continuous optimization of ground-based TT&C resource scheduling. © 2020, Editorial Office of Systems Engineering and Electronics.
