摘要
This study examines the implementation of organizational change strategies in city governments across the United States. Organizational change strategies include involving employees, merging units, and introducing bottom-up changes. Based on the analysis of data from a national survey, the study compares the implementation scores of the change strategies and tests the influence of financial conditions managerial factors, and organizational characteristics to the implementation. The findings reveal that merging agency units is the top change strategy and managerial attitudes affect the strategy of involving employees and merging units. The findings contribute to the research of public organizational change and government reforms.
