Decentralisation, subsidiarity and capacity development for local governments in francophone West Africa

摘要
There is an obvious general trend towards decentralisation in West Africa. This leads to changes in administrative structure. In this article, we develop and elaborate on a point that is often overlooked in decentralisation reform, namely local government capacity. We present empirical evidence from local governments in three francophone West African countries: Burkina Faso, Mali and Niger. For local administrations to effectively deliver services, a sufficiently qualified staff is needed. Our argument is that staffing in general and a well-qualified staff capacity in particular are missing in most of the local governments studied. At the same time, the vocational training systems for the local civil service are structurally weak. The ongoing effort to close the capacity gap shows at once the concurrent need for and the typical limitations of externally planned development projects. Cela entra & icirc;ne des changements dans la structure administrative. Dans cet article, nous d & eacute;veloppons et approfondissons un point qui est souvent n & eacute;glig & eacute; dans la r & eacute;forme de d & eacute;centralisation, & agrave; savoir la capacit & eacute; des collectivit & eacute;s locales. Nous pr & eacute;sentons des donn & eacute;es empiriques sur les collectivit & eacute;s locales dans trois pays francophones d'Afrique de l'Ouest : le Burkina Faso, le Mali et le Niger. Pour que les administrations puissent fournir des services de mani & egrave;re efficace, il est n & eacute;cessaire de disposer d'un personnel suffisamment qualifi & eacute;. Notre argument est que la dotation en personnel, d'une mani & egrave;re g & eacute;n & eacute;rale, et une capacit & eacute; de personnel bien qualifi & eacute;, en particulier, font d & eacute;faut dans la plupart des collectivit & eacute;s locales & eacute;tudi & eacute;es. Dans le m & ecirc;me temps, les syst & egrave;mes de formation professionnelle pour la fonction publique locale sont structurellement faibles. Les efforts d & eacute;ploy & eacute;s actuellement pour combler le d & eacute;ficit de capacit & eacute; montrent d'embl & eacute;e la n & eacute;cessit & eacute; et les limites des projets de d & eacute;veloppement planifi & eacute;s de l'ext & eacute;rieur.
