摘要：

This paper stated the situation of equal access to education in China after the explanation of equal access to education. From equal access to education point of view, the paper analyzed the imbalance between the qualities of PE teachers and the knowledge students need. The main point that the equal access to education and quality of the PE teacher need to be improved has been presents.
