Power systems with high penetration of renewables are vulnerable to the ice storm disasters which frequently happen in recent years, leading to dramatic large-scale power outages. It is necessary for the system operators to develop reasonable maintenance strategies when facing ice storm environments to improve the operational reliability and security. However, different from other disasters like typhoon and earthquake, ice storms last for longer period and the system operates under time-varying conditions, and the conventional resilient maintenance scheduling with fixed schemes are not suitable to be used. To address this problem, a multistage condition-based resilient maintenance scheduling method is proposed in this paper to minimize maintenance costs, fault costs, and power loss while considering the time-varying states of equipment. An emergency maintenance strategy based on maintenance threshold decision rule is proposed in response to the varying equipment states. Finally, the optimization model is solved with the IPOPT solver, and an IEEE RTS-79 system is used to demonstrate the validity of the proposed method.
