摘要：

Vietnam is a developing country. Over roughly 40 years of innovation, Vietnam has seen remarkable development achievements in all aspects of social life that carry significant historical meaning. However, Vietnam is still facing many challenges, especially from the sustainable development perspective. One of such significant challenges is the need for more high-quality human resources. While the demand for high-quality human resources for the labor market is increasing and has not been met, the percentage of students enrolling in universities and colleges in Vietnam is too low and gradually reducing.
