Accountability, reform, abuse, paternalism, corruption, and civil servants in Venezuela

This research intends to expose the current situation of the Venezuelan Public Administration since 1999 through the legal approach of reform and accountable governance with a documentary, descriptive, explanatory, and critical research, although focused on the arbitrariness of state interventionism in economic affairs, paternalism, corruption, and civil servants. The research concluded that the reform must start from a quiet basic premise: adherence to financial legality, the elimination of the diversity of civil service statutes, fiscal control of income and public goods, and the promotion of the free development of the individual's personality in his or her minimum vital space. It is essential to replace the harmful idea of state assistance in the decisions of the administered. The pure idea of exclusive development with the State, without citizen participation, respect for property, governance, or a standardized law for the civil service, cannot be seen as a model of sustainable development. The State should not be irrational or based on the simple possession of power, money, or public goods but on the administered.
