CHALLENGES AND OPPORTUNITIES FOR IMPROVING INFRASTRUCTURE REGULATION IN BRAZIL

摘要
The objective of this work is to analyze the level of adoption of quality instruments and mechanisms for infrastructure regulation in Brazil. The methodology is based on the evaluation of 42 regulatory agencies in the infrastructure sector at the three levels of the federation, between the years 2019 and 2022, consisting of the application of a questionnaire, with 38 components grouped into 8 dimensions. The findings aim to describe and analyze the results obtained and identify the main gaps and opportunities for improvement for the performance of the regulatory entities evaluated. The results indicate that the majority of regulatory agencies analyzed (69%) were considered to be in initial or basic stage of regulatory maturity, with the dimensions of risk management mechanisms, contract regulation and Regulatory Impact Analysis presenting the greatest opportunities for improvement. Finally, good practices adopted in different aspects relevant to improving regulation in the country are indicated.
